Analisis Efisiensi dan Efectivitas Kinerja Pemerintah (Studi Kasus Pemerintah Daerah Privinsi di Pulau Jawa)

The budget management of each province in Java is different. There are
provinces that can only absorb the budget below 90% which shows that it is not
effective in budget absorption which causes many problems. There are also provinces
that have a high realization rate but in the following year experienced a drastic decline.
This study aims to analyze the effectiveness and efficiency of the implementation of the
budget in the Provincial Government of Java Island in 2016-2019. This study uses a
quantitative descriptive method. The research sample was the Provincial Government of
Java Island in 2016-2019 which was taken using the purposive sampling method.
Methods of data analysis using descriptive quantitative. The results showed that the
provinces with effective criteria were Central Java, East Java and Banten. East Java
Province got the highest effectiveness ratio value in 2016. Provinces with very efficient
criteria are Banten, West Java, Central Java and East Java, while DKI Jakarta Province
has an efficiency level with efficient criteria. These results indicate that budget
management in the Provincial Government of Java Island still has to be optimized.
